Pro-Hobbyist Street Rod and Custom Vehicle Bill

SEMA model legislation (A.B. 2836) that would create a vehicle registration classification for street rods and custom vehicles and provide for special license plates for these vehicles was introduced in the New Jersey Assembly. Introduced by State Assemblymembers Charlotte Vandervalk and Gary Chiusano, A.B. 2836 defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. The bill allows kit cars and replica vehicles to be assigned a certificate of title bearing the same model year designation the body of the vehicle most closely resembles.

- A.B. 2836 provides specific registration/titling classes and license plates for street rods and customs.
- A.B. 2836 only holds street rods and customs to the equipment standards specified by law during the model year listed on the title of the vehicle.
- A.B. 2836 provides that a replica vehicle will be assigned the same model year designation as the production vehicle it most closely resembles.
- A.B. 2836 permits street rods and custom vehicles to display blue dot taillights.
- A.B. 2836 provides that vehicles titled and registered as street rods and custom vehicles may be used for occasional transportation, exhibitions, club activities, parades, tours, etc. and not for general daily transportation.

Kentucky Legislature Approves Bill to Create Titles for Project Cars
Congratulations! SEMA Action Network-supported legislation to create classic motor vehicle project titles was approved by the Kentucky State Legislature and signed into law by Governor Steve Beshear. The new law applies to vehicles at least 25-years old, not road-worthy, and currently without a title or with a title from another state. Under the law, a classic motor vehicle project title would prohibit the use of vehicles bearing these titles on the highway but, once restored, a regular title could be issued.

SEMA Model Custom Vehicle Legislation Signed into Law in Tennessee
A version of SEMA model legislation to create a vehicle registration and titling classification for custom vehicles (including kit cars and replicas) was approved by the Tennessee State Legislature and signed into law by Governor Phil Bredesen. The new law defines a custom-built car as a vehicle that is built for private use and is not constructed by a licensed manufacturer or remanufacturer. Under the law, kit cars and replica vehicles will be assigned a certificate of title bearing the same model year designation as the production vehicle it most closely resembles.
In signing the bill into law Governor Bredesen said, “I view this as a responsible, proactive way for enthusiasts to register their vehicles in a safe and controlled manner.”

Old Car Emissions Exemption No Longer Threatened
in 8 California Counties
Congratulations! The California old car hobby convinced California Senate legislators to amend legislation (S.B. 1549) that sought repeal of the state’s current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California’s Central Valley. Under the original bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would have been subject to emissions tests for the life of the vehicle. Under the amendment, the repeal language was removed and the bill instead now requires the DMV to study the state’s special license plate programs and recommend improvements.

Iowa Street Rod and Replica Vehicle Bill Signed Into Law
A version of SEMA model legislation (H.F. 2452) that would create a vehicle registration classification for street rods and replica vehicles was approved by the Iowa State Legislature and signed into law by Governor Chet Culver. H.F. 2452 defines a street rod as an altered vehicle manufactured before 1949 or a vehicle designed to resemble a vehicle manufactured before 1949. The new law defines a replica vehicle as a reproduction of an originally manufactured vehicle with the substitution or addition of parts to update the vehicle for purposes of safety, performance or reliability. The law allows street rods and replica vehicles to be assigned a registration designation bearing the same model year that the body of the vehicle resembles.
